Is the build sequenced to prove readiness, or just to finish installation?

Rate each critical system and the commissioning process from 0 (absent) to 4 (embedded and verified). Facility readiness is gated by the weakest critical system, not the average: you cannot turn over a hall whose power or cooling is unproven. Installed-quality discipline is the separate Quality Scorecard.

Critical systems iReadiness is limited by the least-ready critical system (a bottleneck), not the average. One unproven system caps the whole facility.

Commissioning process

Cx plan & ownership iAn owner-approved commissioning plan with a named commissioning authority (CxA) and scope defined across all Cx levels before startup.
Test rigor (pre-functional + functional) iPre-functional checklists (PFCs) confirm each component is installed and statically complete; functional tests are scripted and witnessed, not run ad hoc during startup.
Integrated systems test iThe highest-level commissioning test (the integrated systems test in the data center Cx level model, within the Acceptance phase of ASHRAE Guideline 0 / BCxA). Includes pull-the-plug / black-building failure scenarios that prove the facility holds the critical load when a source fails.
